Canada PM calls job losses "disappointing", sees positive trend

OTTAWA (Reuters) - Prime Minister Stephen Harper on Friday called the loss of nearly 22,000 jobs in January "disappointing" but said he was upbeat about the prospects for employment despite the uncertain global economic outlook.

"The job numbers of the past month are disappointing but the job numbers are quite volatile month to month," he said at a news conference.

"The fact of the matter is that the pattern over the last several months has actually been quite positive ... So the trend line has been positive and I remain optimistic that the trendline will continue to be positive going forward," he said.

Iraqi Kurds press on with oil pipe to Turkey despite U.S. fears

ARBIL, Iraq (Reuters) - Iraqi Kurdistan will press ahead with building its own oil export pipeline to Turkey, the region's energy minister said on Thursday, despite U.S. objections due to fears the project could lead to the break-up of Iraq.

The autonomous Kurdish region is locked in a turf war with the central government in Baghdad over how to exploit Iraq's hydrocarbon riches and divide up the proceeds.

Baghdad says it alone has the authority to control exports of the world's fourth largest oil reserves, while the Kurds say their right to do so is enshrined in Iraq's federal constitution, drawn up following the U.S.-led invasion of 2003.

"We want to have an oil pipeline to ourselves," Iraqi Kurdish Minister for Natural Resources Ashti Hawrami said at a news conference in the regional capital Arbil. "It is currently in the works and we will continue until it is completed."

Crude from the Kurdistan region used to be shipped to world markets through a Baghdad-controlled pipeline to Turkey, but exports via that channel dried up in December, from a peak of around 200,000 barrels per day (bpd) due to a row over payments with Baghdad.

The United States says the solution lies in a national hydrocarbons law that has been delayed for years by a power struggle between Iraq's Sunni, Shi'ite and Kurdish factions, which has intensified since U.S. troops withdrew a year ago.

"The Iraqis have been struggling to pass a hydrocarbons law. It is very important that they succeed in that," U.S. Ambassador to Turkey Francis J. Ricciardone said in Ankara on Tuesday.

Reluctant to wait, Kurdistan has been looking to resource-hungry Turkey for answers. A broad energy partnership between them ranging from exploration to export has been in the works since last year.

Majority Sunni Turkey's deepening ties with the Kurdistan region in northern Iraq have heightened tensions between Ankara and the Shi'ite-led government in Baghdad.

"If Turkey and Iraq fail to optimize their economic relations... There could be more violent conflict in Iraq and the forces of disintegration within Iraq could be emboldened," Riccardione said.

Kurdistan is already bypassing the federal pipeline network by trucking small quantities of crude over the Turkish border in exchange for refined oil products.

"The issue is that we are entitled to 17 percent of (Iraq's)refined products, but the central government sends us only 3 percent and our refining capacity is not enough to satisfy domestic demand," Hawrami said.

Armstrong will not be prosecuted for doping

WASHINGTON (Reuters) - Disgraced cyclist Lance Armstrong's public admission that he took performance-enhancing drugs will not change U.S. prosecutors' decision to spare him of criminal charges, an attorney who oversaw the federal investigation said on Tuesday.

The statement by Andr? Birotte, the U.S. attorney based in Los Angeles, follows Armstrong's confession in a televised interview last month.

"We made a decision on that case a little over a year ago. Obviously, we've been well aware of the statements that have been made by Mr. Armstrong in other media reports. That does not change my view at this time," Birotte said at a news conference in Washington to announce an unrelated lawsuit against Standard & Poor's.

The government will continue to look at the case, Birotte added, but Armstrong's admission "hasn't changed our view as I stand here today."

In February 2012, Birotte said his office had closed its investigation into possible crimes by Armstrong.

Speculation about charges began anew after Armstrong reversed his past doping denials in an interview with talk show host Oprah Winfrey. He told Winfrey he used performance-enhancing drugs and doping in cycling tournaments.

Legal experts said Armstrong exposed himself to possible charges of perjury or obstruction of justice.

Separately, Armstrong faces a civil whistleblower lawsuit filed by former teammate Floyd Landis accusing Armstrong of fraud. The U.S. Justice Department has not said whether it intends to join the suit, and Birotte did not address the suit at the news conference.

Armstrong has been banned from cycling for life and stripped of race wins, including seven Tour de France victories.

A lawyer for Armstrong did not immediately respond to a request for comment on Tuesday.

Texas shooting suspect was Iraq war veteran

GLEN ROSE, Texas (AP) ? The 25-year-old man charged with murdering former Navy SEAL and "American Sniper" author Chris Kyle and his friend at a Texas gun range was an Iraq war veteran.

The U.S. military confirmed Sunday that Eddie Ray Routh was in the Marines from 2006 to 2010. He was deployed to Iraq in 2007. His current duty status is listed as reserve.

Routh is charged with two counts of capital murder. He's accused of killing 38-year-old Kyle and 35-year-old Chad Littlefield at the Rough Creek Lodge shooting range Saturday evening.

Officer Kyle Roberts at the Erath County Jail said Routh is being held on $3 million bond. Roberts did not have information on information on whether Routh had a lawyer. No one answered the door at Routh's home.
